If you mail Presort First-Class or Standard Rates (Regular and NonProfit) then you must prove to the Postal Service that you are Move Update Compliant.

The Postal Service is trying to eliminate as much Undeliverable As Addressed (UAA) mail from the system as possible because it is costing them millions of dollars every year to forward or return UAA mail.

The rule states that any mailing we present on your behalf must show proof that it has been Move Updated within 95 days prior to the mailing date.

Newly acquired names and addresses obtained directly from individuals between the 95 day cycles are automatically considered Move Update Compliant. You must retain records of these added updates for a lengthy period of time.

Alternative addressing formats such as "Or Current Resident" are not subject to the Move Update requirements. We highly recommend this for 99.9% in-home deliverability.

The easiest and most cost effective way to comply is for Hopkins Mailing to NCOA^Link® your mailing lists. This will append the new address information IF the recipient notified the Postal Service that they have moved. Many people neglect or refuse to do this so it's not a perfect science but it does meet the Move Update requirements.

NCOA^Link® might not be appropriate for your organization due to legal issues that would prevent us from updating an address on your mailing list with a new one provided by the United States Postal Service. If this is a concern please check with your legal counsel. The HIPAA Act of 1996, FACT Act of 2003 and other laws exist that are outside the realm of our expertise. Consult with your legal department or attorney.

If you plan on doing your own Move Updating then we just need a statement to that effect on your organization's official stationary along with any reports that would verify you have met the requirements as set forth in the Domestic Mail Manual (an evolving and  living document) at the time you performed the necessary processes to meet the Move Update Compliance Rules.

FASTforward® might be a consideration if you are sending pre-printed forms and we are utilizing an outside presort bureau to MLOCR scan the addresses and apply the barcode. During the MLOCR process the presort bureau will match against the USPS move update information and they will inkjet spray the new address if a match is found. There is a slight additional cost for this service. To utilize FASTforward® our presort bureau requires the following forms to be on file from you.
